Welshire Farms – Phase 3 continues the development of a residential community designed to create new opportunities for people to call the area home. Led by Payne + Dolan’s General Contracting team, Walbec is helping Neumann Developments transform previously undeveloped land into 39 home-builder-ready lots with the infrastructure needed to support the neighborhood for years to come.
The project encompasses site grading and earthwork from initial greenfield conditions through finished residential lots and roadways, along with the construction of detention ponds and bio-infiltration basins to manage stormwater throughout the development.
The project also demonstrates the advantage of Walbec’s diverse family of construction companies. In addition to Payne + Dolan leading the overall site development, Neumann Developments separately contracted with Payne + Dolan for asphalt paving and Parisi for concrete curb construction. Together, these capabilities help move the development from raw land toward a finished neighborhood ready for home construction.
Navigating Challenging Site Conditions
Developing the site required the team to adapt to challenging subsurface conditions. Shallow bedrock limited stormwater’s ability to infiltrate the ground, creating additional stormwater management considerations. The team worked through these conditions to implement an alternative drainage approach that effectively manages runoff and supports the development’s long-term performance.
Another challenge became an opportunity to deliver additional value. Basement excavation spoils generated during an earlier phase of Welshire Farms were available onsite for use as fill material. Reusing the material would eliminate the need to import a significant volume of fill, but its high moisture content required extensive drying, conditioning, and compaction before it could meet project requirements.
Through careful material management and additional processing in the field, the team successfully incorporated the existing material into the development while achieving the required performance.
Delivering Value Beyond the Jobsite
Although conditioning and reusing the excavation spoils required additional field effort, the approach generated significant savings by avoiding the cost of importing an equivalent volume of material. It also made productive use of material already available within the development.
Once complete, Phase 3 will provide 39 prepared residential lots supported by completed roadways and stormwater infrastructure designed specifically for the site’s conditions.
