Walbec’s Payne + Dolan (P+D) team proudly serves as the Site Development General Contractor for The Savannah at Pike Creek II, an upscale residential development featuring 190 luxury single-story townhomes in Kenosha, WI. Construction began in mid-July 2025, and completion is targeted for late September 2025.
Developed by Stoneleigh Companies, LLC, with site development design by Kimley-Horn and Associates, Inc., and building design by Vocon Partners, LLC, and Worley Architects, Inc., this project offers an innovative approach to luxury living. Unlike conventional apartments, these detached homes provide privacy and space for homeownership, combined with the convenience of renting. The community offers residents the perfect balance: standalone home comfort without maintenance responsibilities.
Before construction began, our team collaborated closely with the client and designers for several months, providing budgeting support and value engineering solutions to guide cost-effective design decisions. This early partnership reduced the anticipated export from about 40,000 cubic yards to less than 1,000 cubic yards—effectively balancing the site. The adjustment alone generated several hundred thousand dollars in savings, while streamlining construction and reducing environmental impact. Such early involvement is a hallmark of our general contracting services and set the stage for an efficient, successful build.

Our innovative solution of repurposing utility subcontractor spoils to address unexpected topsoil conditions generated several hundred thousand dollars in savings, by reducing haul-off and eliminating the need for imported material.
The implementation of Machine Control and GPS technology has enabled more efficient and precise site preparation. P+D’s Engineering team established control points that were shared and coordinated with utility subcontractors, enhancing overall project efficiency. This technology investment has proven valuable for documenting site conditions and accurately quantifying material volumes.
The client’s confidence in our work has resulted in expanding our scope through three change orders, transferring the remaining Phase 1 items from the previous general contractor to our team. Despite the premium cost, the client prioritized quality execution and reliability, valuing our commitment to doing the job right the first time.

- With 90% of earthwork now complete, our team is finalizing water and stormwater utilities, preparing roadways for paving, and completing retaining wall construction.
- Our scope includes handling the structural components and temporary safety railings to meet OSHA requirements before transitioning to the building general contractor.
